1. Acceptance
By accessing qx9.org or any QX9-published materials, you agree to these terms. If you do not agree, do not use this site or download any materials. In these terms, “QX9” means the maintainer of qx9.org.
2. Nature of Materials
QX9 produces reference designs, open-source prototypes, protocol analysis tools, and research documentation. All materials are provided for educational, research, and development purposes only. Much of what this site describes is still being built and is not published. Where a page marks work as unreleased, as the VNS Explainer does, its present tense describes how that design is intended to work, not software you can obtain today.
3. Not for Production Life-Safety Use
No QX9 material (including but not limited to code, documentation, network diagrams, protocol dissectors, and architecture references) has been certified, evaluated, or approved by any regulatory body. QX9 materials are not suitable for production emergency communications systems (including NG911, E911, P25, or public safety radio dispatch) without independent professional review, testing, and certification. Any use of QX9 materials in such systems is entirely at the user's own risk.
4. No Warranty
All materials are provided "as is" without warranty of any kind, express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose, and non-infringement. QX9 does not warrant that materials will be error-free, complete, current, or suitable for any purpose.
5. Limitation of Liability
To the maximum extent permitted by applicable law, QX9, contributors to QX9 materials, and the providers of the infrastructure QX9 uses shall not be liable for any direct, indirect, incidental, special, consequential, or exemplary damages arising from the use of or inability to use QX9 materials, even if advised of the possibility of such damages.
6. Licensing
Most QX9 source code is licensed under MPL-2.0, and a few libraries under the MIT License; each repository's own license file is authoritative for that repository. QX9 documentation and diagrams are licensed under CC BY-SA 4.0. These are the terms that apply to a work when it is distributed, not a statement that every work named on this site has been published. These licenses govern redistribution and modification, and nothing in these terms limits the rights they grant. This Terms of Use governs your access to and use of qx9.org and QX9-published materials generally.
7. No Affiliation
References to third-party organizations, standards bodies, protocols, or software projects (including but not limited to NENA, Project 25, Veilid, Wireshark, Rust, FFmpeg, FSF/GNU, IETF, IANA, IAB, PQCA, and SPI) are for informational purposes only. QX9 materials and this site are not affiliated with, endorsed by, or sponsored by any of these organizations unless explicitly stated otherwise.
8. Indemnification
You agree to indemnify and hold harmless QX9 and contributors to QX9 materials from any claims, damages, or expenses arising from your use of QX9 materials, including any deployment in production systems.
9. Governing Law
These terms shall be governed by the laws of the state of Washington, without regard to conflict of law principles.
10. Changes
QX9 may update these terms at any time. Continued use of the site after changes constitutes acceptance.
